Shops Without Shopkeepers: the Civic Lessons Hidden in Northeast IndiaTrust replaces policing and government dictates in various villages in northeast India. Cars queue for their turn at unmarked junctions without beeps, traffic lights, or police. Cutting a lane without warning is considered deeply embarrassing. Shops sell fruit, vegetables, and flowers without the shopkeeper present -- customers who haven’t enough leave a handwritten note of promise. One village keeps itself litter-free with no municipal staff becoming one of Asia’s cleanest villages. Volunteers helped make Mizoram “India’s first fully literate state.” A village banned hunting and logging, turning it into a “green village.” Deeply engrained and honored values, mutual respect, conscience, and a culture of unsupervised trust override the need for a single government scheme. The ideas are traveling to other regions. “For a country that often reaches for bigger budgets and stricter laws to fix its civic problems, the north-east offers a quieter lesson: some of the most durable systems are the ones nobody ever has to police.”
